The University of Puerto Rico (UPR) is a public university system in Puerto Rico. It is the largest university system in Puerto Rico, and has eleven campuses around the island with an enrollment of more than 54,940 students in 2018.

History

It was founded in 1903. The Insular Normal School was established in the city of Fajardo, with the purpose of preparing and training teachers to serve in the public education system, founded by law when the change of sovereignty from Spain to the United States occurred. The following year, the Insular Normal School moved to Río Piedras at the initiative of Dr. Martín G. Brumbaugh, the first Commissioner of Public Instruction. When the University of Puerto Rico was created, the Insular Normal School became the Normal Department. Over time, the Normal Department became the university institution that is now known as the Río Piedras Campus, the educational entity that over time became the public higher education system.

1908. The United States government grants financial aid to UPR as part of the Morrill-Nelson Act, making the university a land-grant institution. With these new funds, in Mayagüez, in 1911, the College of Agriculture was founded, which, a year later, was called the College of Agriculture and Mechanical Arts (CAAM).

1966. A law commonly known as the "University Law," which regulates its restructuring. This law brings the following important changes:

  • It gives complete autonomy to the School of Medicine by turning it into the Recinto of Medical Sciences.
  • It gives complete autonomy to the enclosures of Río Piedras and Mayagüez. This is known as the University Campus of Mayagüez (RUM), a name that it still retains. Díaz González defines autonomy as “the capacity that some bodies possess within the state, to self-govern themselves by entering into their own laws. ”
  • He gave the University a board of government to which he called the Higher Education Council.

1962 to 1967. Under the Administration of Regional Schools, the regional schools of Arecibo, Cayey and Humacao are created.

1969. The regional school of Cayey officially becomes autonomous.

1969. The regional school of Ponce was created.

1970. The regional school of Bayamón was created.

1972. The regional school of Aguadilla was created.

1973. The Carolina Regional College was created.

1978. The regional college of Utuado was created. UPRU 1992. The Aguadilla regional school became autonomous.

1993. Through Law Number 17, the functions of accrediting public and private institutions of higher education in Puerto Rico were separated from the functions corresponding to the government of the University; functions carried out by the Council of Higher Education. The Board of Trustees is created, which became the new governing body of the University of Puerto Rico.

1998. The regional school of Bayamón obtained its autonomy.

2010. According to the prestigious SIR 2010 Ibero-American Ranking, the University of Puerto Rico (UPR) was ranked 34th out of a total of 607 Higher Education Institutions in Ibero-America. The study also revealed that the UPR ranked 15th in the list of 489 Higher Education Institutions with the highest scientific research activity in Latin America and the Caribbean. The UPR was the only institution of higher education on the island that occupied a privileged place in the 2010 SIR Ibero-American Ranking, informed the President of the UPR, José Ramón de la Torre. The SIR 2010 Ibero-American Ranking is presented as a tool for analysis and evaluation of the research activity of Higher Education Institutions in Ibero-America. The ranking included all the Ibero-American universities that have produced some scientific communication during the year 2008. For these institutions, the publication and citation data corresponding to the period 2003-2008 were analyzed. For the data in citation, all the publications in the world in the established period were analyzed. For its elaboration, the scientific publications included in the Scopus citation index produced by Elseiver were analyzed. Scopus is the largest scientific database in the world with more than 20 thousand scientific publications, including more than 17 thousand "per review" journals, books and conference proceedings. The SIR 2010 Ibero-American Ranking was carried out by the prestigious SCIMAGO GROUP, recognized worldwide for its studies related to the analysis of research quality in higher education institutions around the world.

Hulega of 2010 paralyzed eleven of the venues. Students were expected to oppose the imposition of an $800 fee and other cuts.

In 2017, students organized the 2017 Great Strike against cuts to the UPR budget imposed by the Fiscal Control Board.

In September 2017, the impact of Hurricane Maria caused damages totaling $118 million.

The units

The University of Puerto Rico is made up of eleven units. Only three of its units hold the rank of campuses, these being the Río Piedras, Mayagüez, and Medical Sciences campuses.

University of Puerto Rico at Aguadilla (UPRAG)

The University of Puerto Rico at Aguadilla (UPRAG) was established in 1972 with an enrollment of 397 students and a faculty of 26 professors. For the 2008-2009 academic year, enrollment was 3,036 students and a faculty of 183 professors. 83% of the students come from the northwestern region of Puerto Rico and the majority (90%) study full time. The College began its operations in a building located on Yumet Méndez Avenue in the town of Aguadilla, but in 1975 it moved to its current facilities in the old Ramey Base. The campus occupies approximately 10 acres of land and has structures on different levels that house its facilities.

University of Puerto Rico at Arecibo (UPRA)

The University of Puerto Rico at Arecibo was founded in 1967 under the name Colegio Regional de Arecibo. It began its operations in August of that same year with an enrollment of 515 students and a faculty of 28 professors. In 1974 the current facilities were inaugurated, which are located on a farm of over 50 acres in the Hato Abajo neighborhood, Hoyo Los Santos Sector, Highway 653, km 0.8, Arecibo, Puerto Rico. That same year, the College was accredited by the Middle States Commission on Higher Education (MSCHE) for the first time.

University of Puerto Rico at Bayamón (UPRB)

The University of Puerto Rico at Bayamón is the third unit in relation to the number of students enrolled, since it has more than 4,189 students. It is located on Highway 174 #170 south of the Tomás C. Vocational School. Ongay in the Industrial area of Minillas. Baccalaureate programs and transfer programs are offered where students finish their first two years of basic studies to later transfer to other units of the University of Puerto Rico to complete a Baccalaureate.

University of Puerto Rico at Carolina

The University of Puerto Rico at Carolina began its work on September 23, 1974 under the Administration of Regional Colleges, through Certification no. 71 (1973-74) of the Higher Education Council. The College began its functions with a four-month academic calendar, which divides the academic year into three consecutive periods of twelve (12) weeks each, turning out to be the only one in the System of the University of Puerto Rico. Located in a highly developed area in the Municipality of Carolina, it mainly serves the educational and professional needs of the northeast region of Puerto Rico, including the municipalities of Carolina, Trujillo Alto, Canóvanas, Río Grande, Loíza, Fajardo, Vieques and Culebra. It currently has a faculty of 200 professors and around 232 employees in the administrative area. The Institution has experienced a great increase in demand for its programs. The Faculty in its meeting of September 17, 1997, expressed its determination to become an autonomous unit within the category of institutional units of the University of Puerto Rico. This was effective on July 1, 1999, constituting this unit as the University of Puerto Rico in Carolina.

University of Puerto Rico at Cayey (UPRC)

Founded in 1967 as a regional college at the site of an old military camp, it became a university college in 1969 and acquired autonomy on April 2, 1982 by resolution of the Higher Education Council.

The University of Puerto Rico at Cayey stands out for being the only university campus specialized in Liberal Arts in the Caribbean. It has the Dr. Pío López Martínez Museum, which specializes in the work of the renowned Cayeyan painter Ramón Fade.

Medical Sciences Campus (RCM)

The Medical Sciences Campus contains six professional health schools including: School of Public Health, School of Health Professions, School of Medicine, School of Pharmacy, School of Nursing, and School of Dental Medicine. One of the academic offerings of the School of Health Professions is the Master's Degree in Health Information Management.

University of Puerto Rico at Humacao (UPRH)

Founded in 1962, it has the most varied Biological Sciences curriculum and has two unique Baccalaureate Programs in Puerto Rico. These are Wildlife Biology and Care and Coastal Marine Biology. Baccalaureates in Microbiology and General Biology are also covered. Other areas of study are Physics, Chemistry, Mathematics, Office Systems Administration, Business Administration, Communications, Social Work among others. Its enrollment exceeds 3,000 students in 2018.

Mayagüez University Campus (UPRM)

The campus is the second largest campus in the public university system of Puerto Rico and is recognized for its motto "Before, Now and Always... College!". The campus is accredited by the Middle States Commission on Higher Education. The campus is divided into four faculties: Agricultural Sciences, Arts and Sciences, Engineering, and Business Administration. The Mayagüez University Campus has graduated 87,016 college students.

University of Puerto Rico at Ponce (UPRP)

The University of Puerto Rico at Ponce was inaugurated on August 23, 1970, in accordance with Law 75 of June 19, 1961. Its initial faculty was made up of 24 professors and 361 students, coming from the different municipalities of the Southern Region of Puerto Rico. They enrolled in technical courses in Accounting, Computer Science, Architectural Drafting, Business Management, Industrial Management, Refrigeration and Air Conditioning, Civil Engineering Technology, Physical Therapy, Occupational Therapy, and in the programs corresponding to the first years of Baccalaureate in Arts or Sciences.

In 1972, the courses corresponding to the Associate Degree in Secretarial Sciences were added. In 1973, the Associate Degree in Arts and Sciences began to be awarded to Transfer students. The classrooms, laboratories of Biology, Chemistry and Physics, the Library, Assembly Hall, Maintenance and Administration, were located in ten provisional buildings. In 1976, the courses corresponding to the Associate Degree in Automotive Technology were added.

During the 1973-74 academic year, work began on the development of the College's physical plant with permanent buildings. In 1974, the Academic Building was built with classrooms, offices, two auditoriums and various laboratories and a modern theater with capacity for 500 people. In addition, the physical facilities were expanded with two additional buildings: one with nine classrooms and another for teachers' offices. This plan culminated in 1979, with the construction of the building for the Library, the Student Center, classrooms, two amphitheaters and several laboratories.

In 1980, several of the services were transferred to the new facilities. The first visit was received from the American Physical Therapy Association, an agency that accredits Physical Therapy education programs in Puerto Rico and abroad. That same year, the program was accredited, being the first program to receive professional accreditation at the institution. In 1982, the College went from being the Regional College of Ponce to the Technological University College of Ponce, through Certification No. 170 issued by the Council of Higher Education. The offer of the Bachelor of Business Administration and the Bachelor of Secretarial Sciences was authorized. During the year 1985, the Bachelor of Arts in Elementary Education and the Bachelor of Technology in Computer Sciences began to be offered, with a specialization in Computerized Information Systems. In August 1992, the Honors Studies Program for gifted students began. The Night University for Adults (UNA) began in 1993. That same year he began the Bachelor's Degree in Athletic Therapeutics.

On September 6, 1996, the first stone was laid for the construction of the Multi-Use Building that would help strengthen, among other things, the athletic program of the College. 4

As of the Second Semester of the 1996-1997 academic year, the Unit has the facilities of a Federal Mail Station (U.S. Post Office) and an ATM for the benefit of the entire university community.

In 1998, Autonomy was granted to the College through Certification No. 151-1997-98 of the Board of Trustees, changing its name to Colegio Universitario de Ponce. This autonomy separates the Unit from the Administration of Regional Colleges and provides for the creation of the Academic Senate and the Administrative Board, deliberative and representative bodies of the university community. Dr. Irma Rodríguez was appointed as the First Rector of the Colegio Universitario de Ponce. In addition, the Baccalaureate programs in Forensic Psychology and Psychology and Mental Health began to be offered.

In the year 2000, the Higher Education Council authorized the change of the College's name to the University of Puerto Rico in Ponce, through Certification No. 2000-205. That same year, the Víctor M. Madera Multi-Use Building was inaugurated with function rooms, an indoor court for 1,500 people, a gym, and bathrooms for athletes. In addition, a 920-space student parking lot was built, Buildings C and K were rebuilt, and the Preschool Development Center was built. The Community Relations office was also created.

In 2001, the Board of Trustees approved the establishment of the Bachelor's Degree in Natural Sciences with concentrations in Biomedicine, Biology with sub-concentrations in Biodiversity Assessment, Biotechnology and Assessment of the Coastal Marine Environment.

In the summer of 2002, the President of the University of Puerto Rico, Lic. Antonio García Padilla, appointed ten (10) of the eleven (11) chancellors for the University of Puerto Rico System. This allowed the start of the implementation of its Work Plan and, in turn, the work plans presented by the rectors in the consultation processes. The Rector of Ponce, Prof. Jaime C. Marrero Vázquez, outlined in this the need to review the Mission of this College, the revitalization of academic programs and attention to administrative, planning and physical plant processes.

The offices of External Resources and Development, Alumni, and International Studies were inaugurated. The Institute of Urban Studies was inaugurated in 2003. Between 2002 and 2004, offices for 20 professors were set up.

In 2004, the differences between the University of Puerto Rico and the Highway Authority regarding the passage of the uneven highway through the College grounds were reconciled, which gave way to attending to Certification 2002-2003-104 of the Administrative Board of our College. In addition, the elaboration of the Physical and Programmatic Development Framework for the next 15 years began.

In the 2004-2005 academic year, the Title V component was institutionalized. In the second semester, the accreditation of the Middle States Association and Council 5 of Higher Education is renewed without marking or follow-up visits. In addition, the Puerto Rico Comptroller's Office recognized institutional excellence in the management of administrative processes with an evaluation of 100% for that same academic year in the Excellence Criteria Program.

At the end of the 2005-2006 academic year, all transfer programs were articulated with the respective units and other units requested to articulate their transfer programs with baccalaureate programs offered by Ponce. The remodeling of the Library began in April 2006, scheduled to be completed in April 2007. The University came to take presence with a new access, road and parking lot to the west side adjacent to Plaza del Caribe. In that academic year, the Institutional Mission and its 2006-2010 Strategic Plan were also outlined. In addition, the Puerto Rico Comptroller's Office distinguished us in its new Anti-Corruption Prevention Program, in addition to the Excellence Criteria Program, with an evaluation of 100%.

In the 2013 Jousts of the Interuniversity Athletic League of Puerto Rico, Brian Daniel Martínez obtained the first medal in athletics for this institutional unit. Him taking the bronze medal in the men's 10,000 meter race.

Río Piedras Campus (UPRRP)

The University of Puerto Rico aims to inherit its centuries-old educational traditions from these historic universities.

The largest campus on the Island, it has departments in Law, Architecture, Natural Sciences, Social Sciences, Humanities, Fine Arts, Communication, Education, among others; as well as graduate programs. The athletic men's teams are the Gallitos and the women's are the Jerezanas. It is the first educational center in the country, founded in 1903. Its symbol par excellence is the Tower that connects with Avenida Universidad. It has an accessible station of the Urban Train (University: underground station).

It consists of 12 schools: the faculties of Education, Humanities, General Studies, Natural Sciences, Social Sciences and Business Administration; and the schools of Architecture, Communication, Law Graduate, Information Science and Technology Graduate (formerly Librarianship), Planning Graduate and the Division of Continuing Education and Professional Studies (DECEP).

University of Puerto Rico at Utuado (UPRU)

It is an educational institution that focuses its efforts on meeting the needs of the region it serves. It is part of its mission to offer university education to the residents of the Central Region, with an emphasis on agricultural programs. However, associate degrees are also offered in Business Administration and Office Systems, Transfer Programs in the areas of Pedagogy, Natural Sciences, Social Sciences, and General Agriculture, and bachelor's degrees in Office Systems, Business Administration, Elementary Education, and Sustainable agriculture. It currently has 240 students enrolled. It is the campus with the least number of students in the UPR System.
