Romania is administratively divided into 41 districts (or counties) plus one independent municipality (Bucharest).

Second level divisions

Districts are divided into two types of local government units: communes in rural areas and cities in urban areas. Cities are classified into two subtypes: oraș (medium-sized city) and municipiu (large city). These three types of local government units are at the same subdivision level, but the acquisition of an urban grade gives more administrative powers.
