Parishs of Andorra.

The territorial organization of Andorra is divided into seven parishes (parròquies in Catalan), which are the first and last administrative instances under the Andorran government. Some parishes have smaller territorial circumscriptions: Ordino, La Massana and San Julián de Loria are divided into quarters (quarts), and the parish of Canillo is divided into neighborhoods (veïnats).. The parishes receive the name of the population center that acts as capital.

The parish has both an ecclesiastical and a civil function. As a civil jurisdiction it has the name of comú (commune). The Council of the Commune (in Catalan Consell del comú) is elected every four years by universal suffrage among the population of Andorran nationality (a minority in the country due to a very restrictive policy of acquiring nationality)., from which citizens who do not have nationality are also excluded as candidates, even if they were born in the country or have resided in it for several decades. It is made up of the major consul, the minor consul and from 8 to 14 community councillors.

The administrative system of the Principality of Andorra means that the union of the forces of the different communs adds more power than the central government itself. The comú can submit bills to the General Council of Andorra.

The parishes of the Valira Oriental and Valira del Norte valleys, that is, the parishes of Encamp, Canillo, La Massana and Ordino, have been known as the higher parishes. In contrast to the rest, they are called, although not so frequently, lower parishes. You can also find the denomination of central parishes for those of Andorra la Vella and Las Escaldas-Engordany.
