Spanish Social Security Accounting Information System
SICOSS (Social Security Accounting Information System) is the accounting system used by the Spanish social security since 1991.
The lack of an adequate computerization of accounting was noted in all levels of Spanish social security since the mid-1980s, to the extent that the relative importance of Social Security with respect to the whole of the The national economy had been growing systematically since the late 1970s.
For this reason, it was essential to establish an accounting system that, like the SICOSS (Social Security Accounting Information System), would respect the peculiarities that each and every one of these managing entities presents, would allow a homogeneous treatment of its operations and the consolidation of its data in order to offer a correct image of its performance as a group.
The computerization of Social Security accounting followed several stages:
- One first introduced a national operating control system for social security expenditures that began to operate in the period 1982 and was in force until 1991.
- In 1991, SICOSS was responsible for the accounting of Spanish social security, overcoming the shortcomings of the previous application. Two years later, in 1993, SICOSS became fully operational, already understanding all the social security accounting areas and, in particular, the assets and the income budget.
- Since 2006, a new version based on Java/J2EE technology began to develop, which would not enter Production until 2013. At the time, SICOSS was one of the largest applications built in Java in Spain.
