Skiptvet is an agricultural municipality in the province of Østfold, Norway. It has 3,731 inhabitants (2015 census), and an area of 101.6 km². It borders the municipalities of Våler, Spydeberg, Askim, Eidsberg, Rakkestad and Sarpsborg. Its highest point is Jonsrudåsen, located 225 m above sea level.
