Rafael Rey
Rafael Rey Rey (Miraflores, Lima, February 26, 1954) is a Peruvian journalist, industrial engineer and politician. He was a congressman of the republic for three periods (1995-2000, 2000-2001 and 2001-2006), Minister of Production (2006-2008) and Minister of Defense (2009-2010), in the second government of Alan García, parliamentarian. Andean (2006-2011 and 2011-2016), deputy of the republic (1990-1992) and constituent congressman (1992-1995).
Rafael Rey has had ideological disputes with human rights defense groups. He has also criticized the Truth Commission which wrote a report on the era of terrorism.
Biography
He was born in the district of Miraflores (Lima), on February 26, 1954. Son of Ricardo Rey Polis and Elsa Rey Elmore, he is the eldest of eight siblings.
He studied primary and secondary school at the Maristas School of San Isidro.
He studied Industrial Engineering at the Pontifical Catholic University of Peru.
He has completed studies in Economics and Finance in the Senior Management Program at the INCAE Business School, the Senior Management Program at the University of Piura and the Corporate Governance Program offered jointly by E&Y-Perú with the Universidad del Pacífico and the University of Piura.
Between 1978 and 1982, he worked professionally for the Romero Group, where he started four companies (Ransa Customs Warehouse, Ransa Frigoríficos, Santa Sofía Maritime Agency and Ransa Storage Terminal). Between 1982 and 1990, he was director and general manager of Crowley Perú Cía. Shipping company. In 1990 he entered active politics. Since 1982 to date, he has also been a member of the board of directors of various private companies.
On October 27, 2016, he was elected by the Congress of the Republic as director of the Central Reserve Bank of Peru.
Since 2011, together with José Barba Caballero, he has hosted the political program Rey con Barba on Willax Televisión. In 2015 on Panamericana Televisión and, since 2016, again on Willax Televisión. Renamed Rey con Barba y Tudela, in 2018, with the addition of Francisco Tudela.
During the COVID-19 pandemic in Peru, Rey announced having contracted the virus on March 20, 2020.
Political career
In 1987 he participated in the founding of the Libertad Movement, led by Mario Vargas Llosa. He was elected deputy national secretary of ideology, member of the Executive Committee and then departmental secretary of Lima.
Deputy
In the general elections of 1990, he was elected deputy of the republic for Fredemo, with 89,818 votes, for the parliamentary period 1990-1995.
On April 2, 1992, his parliamentary work was interrupted due to the self-coup decreed by former president Alberto Fujimori.
In August 1992, Rey distanced himself from the Libertad Movement and approached the government of Alberto Fujimori. He founded his own party, National Renewal.
Constituent congressman
In the constituent elections of 1992, he was elected constituent congressman for Renovación Nacional, with 264,869 votes, for the period 1992-1995.
During his work in the Democratic Constituent Congress, he was second vice president of the Board of Directors chaired by Jaime Yoshiyama (1992-1995) and president of the Education, Culture and Sports Commission from 1993 to 1995.
Congressman (1995-2000)
In the 1995 general elections, he was elected Congressman of the Republic by National Renewal, with 79 153 votes, for the 1995-2000 parliamentary period.
During his work in parliament, Rey was a member of the Permanent Commission and the Foreign Relations Commission of Congress.
Candidate for the first vice presidency of the republic (2000)
For the general elections of 2000, Rey was a candidate for the first vice presidency of the republic in the presidential ticket of Federico Salas, for the Independent Movement Avancemos (coalition of the Democratic Coordinator and National Renewal parties). However, the candidacy came in fourth place in the preferences, after the second re-election of Alberto Fujimori to the presidency of the republic.
Congressman (2000-2001)
In these elections, Rey was elected congressman of the republic by the Avancemos Independent Movement, with 55,189 votes, for the parliamentary period 2000-2005.
In November 2000, after the publication of the vladivideos and the resignation of Alberto Fujimori from the presidency of the republic by fax, his parliamentary position was reduced until 2001, when new general elections were called.
Congressman (2001-2006)
In the 2001 general elections, he was again re-elected congressman for Unidad Nacional (an alliance where he was a member of Renovación Nacional), with 52,961 votes, for the parliamentary period 2001-2006.
Andean parliamentarian (2006-2011)
In the 2006 general elections, Rey was elected Andean parliamentarian for Unidad Nacional, with 611,638 votes, for the period 2006-2011.
Minister of Production
On July 28, 2006, he was appointed Minister of Production by former President Alan García in his second government.
He remained in office until his resignation in October 2008.
Ambassador to Italy
In February 2009, King was appointed Ambassador of Peru to Italy. He presented his credentials, in June 2009, to the then president Giorgio Napolitano.
Minister of Defense
On July 11, 2009, he was appointed Minister of Defense.
He remained in office until September 15, 2010, being replaced by Jaime Thorne León.
Candidate for the first vice presidency of the republic (2011)
For the 2011 general elections, Rey was invited by Fuerza 2011 to be the candidate for the first vice presidency of the republic in Keiko Fujimori's presidential ticket.
His candidacy for the first Vice Presidency was controversial due to his statement about the sterilizations carried out in Fujimorato; She clarified that they were immoral and that it was a procedure that was not "against" the woman's will, since in truth it was "without her will", meaning that they did not even know what was being done to them.
After the runoff, the presidential candidacy came in second place in the preferences after the victory of Ollanta Humala.
Andean parliamentarian (2011-2016)
In the same elections, Rey was re-elected as an Andean parliamentarian by Fuerza 2011, with 472,901 votes, for the 2011-2016 parliamentary period.
Director of the Central Reserve Bank
On October 27, 2016, Rey was appointed by the Congress of the Republic as director of the Central Reserve Bank of Peru. This election generated controversy, since it was believed that Rey had no studies or experience in economic or economic issues. of monetary policy due to a statement where Rey Rey commented that the experience he has on these issues is that "that every person with common sense has" and indicated the following: "Of course I have to study and proceed with the prudence of the case and the position requires." However, later King Rey himself clarified that he had taken his statements incomplete. Since what he had said was that "in addition to having the knowledge and professional experience, he would proceed with great caution to study the reports and reports that would reach him as director of the BCR."
Other activities
He has also been founder and member of the Board of Directors of the Training Institute for Political Action and the Peruvian Institute of Market Economy (2000-2006), Member of the Advisory Commission of the Ministry of Foreign Affairs and, after leaving the Ministry of Defense, distinguished with the highest decorations of the three arms: Army, Navy and Air Force of Peru.
