Peruvian Agency for International Cooperation
The Peruvian Agency for International Cooperation (APCI) is a public executing agency attached to the Ministry of Foreign Affairs of Peru. It is based in Lima.
Functions
Among its main functions, the APCI is responsible for:
- Drive, schedule, organize, prioritize and monitor non-refundable international cooperation, which is managed through the State and which comes from public and/or private external sources, based on national development policy.
- Formulate the strategic guidelines of International Technical Cooperation.
- To carry out the processes derived from the Register of Non-Governmental Organizations for Development (NGOD), the National Register of Foreign Institutions and Institutions for International Technical Cooperation (ENIEX), the Register of Private Institutions without Purposes of Lucro Receptors of Assistance or Educational Gifts from abroad (IPREDA) and the Register of Donors of International Cooperation.
- Conduct international cooperation training programmes for public sector officials, non-governmental agencies and institutions and stakeholders on development cooperation management issues.
- Promote coordination processes between private and public cooperation.

Objectives
International Technical Cooperation responds to the Foreign Policy of Peru and is articulated to the Multiannual Sector Strategic Plan (PESEM) 2015-2021 of the Foreign Relations Sector, which establishes the objectives and prioritized sectoral strategic actions in the medium term, corresponding to the APCI participate in the development of the following sectoral strategic actions:
- Sectoral Strategic Action 1.12: To deepen Peru ' s leadership in the implementation process of the 2030 Agenda for Sustainable Development, as well as in other development forums at the bilateral, regional and global levels.
- Sectoral Strategic Action 4.1: Develop new South-South technical cooperation programmes, participate actively in triangular cooperation schemes and promote new mechanisms, modalities and financing schemes for development.
- Sectoral Strategic Action 4.2: Implementing South-South cooperation mechanisms with developed countries under a triangular work scheme.
Priority Issues of the National Policy for International Technical Cooperation
The National Policy for International Technical Cooperation – PNCTI, contemplates 17 priority issues grouped into 4 priority areas:
Area 1: Social Inclusion and Access to Basic Services
1. Human rights and cultural diversity.
2. Universal access to efficient, effective and transparent justice.
3. Empowerment of women and attention to vulnerable groups.
4. Equitable access to comprehensive quality education.
5. Access to comprehensive quality Health and Nutrition services.
6. Access to adequate water, sanitation, rural energy and telecommunications services.
Area 2: State and Governance
7. Modernization and decentralization of the Public Administration with efficiency, effectiveness and transparency.
8. Equitable and efficient participation of citizens.
9. Citizen security and disaster risk management.
Area 3: Competitive Economy, Employment and Regional Development
10. Diversified, competitive and sustainable production and tourism structure.
11. Exportable supply and access to new markets.
12. Science, technology and innovation.
13. Management of internal and external labor migration, with emphasis on the generation of job opportunities.
14. Diversified economic activities consistent with the comparative and competitive advantages of each regional geographic space.
Area 4: Natural Resources and Environment
15. Conservation and sustainable use of natural resources.
16. Integrated, efficient and sustainable management of water resources and hydrographic basins.
17. Environmental quality and adaptation to climate change, incorporating the perspective of Climate Governance.
