Calliopa Pearlette Louisy was the Governor General of Saint Lucia, a small country north of Venezuela and Saint Vincent and the Grenadines, in the Caribbean region from 1997 to 2017.

He was born on June 8, 1946. He completed his undergraduate studies at the University of the West Indies thanks to a scholarship from the Canadian government, which again supported him to pursue a Master's Degree in Linguistics with a specialty in Didactics at the University Laval from Québec. In 1991 she graduated as a Doctor of Education from the University of Bristol in the UK.

For her outstanding career in the field of education, Queen Elizabeth II of the United Kingdom appointed her a Dame Grand Cross of the Order of Saint Michael and Saint George in 1999.
