No paper
Non paper, in diplomacy, is a typewritten or handwritten document that is delivered by a diplomat from one country to the representative of another or of an international organization.
The physical characteristic of this document is that it does not bear an official letterhead, stamp or signature.
The non paper is the official communication document whose rank is the lowest of all.
Its content lacks an internationally recognized classic formula, since it can be an outline of what was discussed, a work outline, a phrase written as a result of a negotiation ready to be inserted, for example, in a proposal that the other party commits verbally to carry out
Its breadth ranges from the transmission of an idea that may be the preliminary stage of the guidelines of a specific topic to be developed to the communication of a specific fact to be improved or remedied.
