Miguel Tiburcio Valeriano de Lira y Ortega (Tlaxcala, April 12, 1827 - Puebla, May 27, 1882) was a Mexican military man and politician.

As a politician he promoted laws and decrees in favor of the Tlaxcalteca people. He was considered one of the main advisors of the first Constituent Congress of the State, in 1857. A few years later he stood out as a great fighting man on the battlefield, which earned him the ranks of lieutenant colonel first and colonel later. As Secretary General of the Government, he established the existence of primary education boards of directors, to address the educational problem, since more than half of the State's population did not know how to read or write.

He also promoted the Law of Municipal Elections, in order for citizens to participate in the decisions of the City Council, but above all, he promoted the First Local Political Constitution, with which Tlaxcala would be considered a State. He was governor of the State twice. He was strongly opposed to re-election, that is, he did not accept that a person could be ruler for two terms. However, his outstanding work made the people elect him again. He then became governor for the second time, in 1877. But when he realized that some political groups wanted the re-elections of presidents and governors to be authorized, Miguel Lira y Ortega presented his resignation from office in 1879.
