Dr. Len Ishmael is a leading Saint Lucian economist in charge of the General Directorate of the Organization of Eastern Caribbean States. She earned a BA in Economics and Geography from the University of the West Indies in Jamaica (1974) and later a Master's in Urban Planning from Columbia University (1978) in New York, USA. In May 1988 she received a Ph.D. in Regional Planning and Economic Development from the University of Pennsylvania.

Dr. Ishmael has participated as a consultant in some programs of the United Nations Organization, the Organization of American States and the World Bank. She is the mother of two children and is divorced from cardiologist Richard Ishmael.
