Jubalandia or Oltre Giuba (in Italian) was a region of dismembered Somalia in the so-called geographical area of the Horn of Africa continent, to which the river gives its name Juba. History

General Mohamed Said Hersi, (aka Morgan) former defense minister of dictator Mohamed Siad Barre in reunified Somalia, ruled Jubaland since the fall of his regime in 1991 (and of Somalia's own territorial integrity) at the command of the armed group, Somalia Salvation Development Front (SSDF). Morgan belonged to the Ogadení clan.

On September 3, 1998, Morgan made public his plans for the establishment, in the near future, of an autonomous region centered on Kishimayu. Morgan said Somalia's unity was sacred but a federation or confederation could be established, which should probably be joined by the Republic of Somaliland established in 1991 (the former British Somaliland that has been reunified with the former Italian part since the 1990s). years 1960 to 1991 in a single country) after the fragmentation of Somalia into many regions dominated by warlords divided into different clans.

On the 5th the Rahaweyn Resistance Army (RRA) whose center was Baidoa, took the district of Waajid (southwestern Somalia) that was held by Husayin Aydid of the Marehan. Other Ogadeni groups attacked positions of the Aydid-led Somali National Front in an effort to preserve a state for the Ogadeni in a future federal Somalia. Hasan Muhammad Nur aka Shargadud, leader of the RRA, joined other groups participating in the Somali national conference in Djibouti.

Morgan recaptured Kishimayu but was ousted for good by Colonel Barre Adan Hirale's Juba Valley Alliance (JVA), supported by Abdiqassim Salad Hassan's Transitional Somali Government. In 2004 Morgan's troops were again at the gates of Kishimayu but he was defeated and fled to Kenya where he surrendered (September) ending the fighting.
