ISO 3166-1 is the first part of the international standard for normalization ISO 3166, published by the International Organization for Standardization (ISO), which provides codes for the names of countries and other administrative dependencies. ISO 3166 was first published in 1974 by the International Organization for Standardization (ISO), and was expanded to three parts in 1997, of which this first part corresponds to the previous single part.
ISO 3166-1 has become one of the world's best-known and widely used standards for encoding country names. Using a code of letters and/or numbers to represent a country name can help save time and energy, and reduce the error rate.
The country codes found in ISO 3166-1 are used by many organizations, businesses and governments. For example, all national postal organizations around the world exchanging international mail in containers that carry their country code for identification. In machine-readable passports, ISO 3166-1 codes are used to determine the nationality of the user. In addition, codes are used by Internet domain name systems to define country code top-level domain names, such as CU
for Cuba, FR
for France, IT
for Italy, AU
for Australia and BR
for Brazil.
ISO 3166-1 is not the only standard for country codes.
How ISO 3166-1 is used
The most recent version of the standard is ISO 3166-1:2013, Codes for the representation of names of countries and their subdivisions - Part 1: Country codes. This standard defines three types of country codes:
- ISO 3166-1 alpha-2: Two-letter country codes. It is recommended as the general purpose code. These codes are used for example on the internet as higher-level geographical domains.
- ISO 3166-1 alpha-3: Country codes of three letters. It is more closely related to the name of the country, allowing for better identification.
- ISO 3166-1 numerical: Three-digit country codes. Developed and allocated by the United Nations Statistics Division. They can be useful when codes should be understood in countries that do not use the Latin alphabet.
Alpha codes were first included in ISO 3166 in 1974, and numeric codes were first included in 1981. Country codes have been published as ISO 366-1 since 1997, when ISO 3166 was expanded into three parts to include codes for subdivisions and former countries.
A country or territory is generally assigned a new alphabetic code if its name changes, while a new numeric code is associated with a change of borders. Some codes are reserved in each area, for various reasons.
Inclusion criteria
Currently 249 countries, territories or areas of geographic interest have been assigned official codes in the ISO 3166-1 standard. The list is maintained by the ISO 3166 Maintenance Agency (ISO 3166/MA), from the following sources:
- The Terminology Newsletter Country names of the United Nations
- Country and Region Codes for statistical use of the United Nations Statistics Division.
From the previous sources, the official name of the country (as registered in the UN) or the region, used to form the ISO codes, and the 3-digit numerical code assigned by the Statistics Division of the United Nations.
Whenever a country or territory appears on one of these lists, it is assigned an ISO code by default, but not all countries are recognized by the UN and therefore not all countries have an ISO code. This is the case of Kosovo, which is not recognized by the UN due to Russia's veto and is not present in the norm.
It may also happen that a region, which is not an independent country, is listed with its own codes, because the United Nations Statistics Division processes it independently. This is the case of the Minor Outlying Islands of the United States or the Åland Islands of Finland.
In addition, ISO 3166/MA may reserve codes for other entities that cannot be classified based on the above criteria. For example, because the European Union is not a country, it is not formally included in ISO 3166-1, but for practical reasons, ISO 3166/MA has reserved the combination of two letters EU
(European Union) in order to identify the European Union within the framework of the ISO 3166-1 standard.
Code Assignment
The codes are chosen, in accordance with ISO 3166/MA, "to reflect the important, singular component of the country name to allow a visual association between the country name and the country code& #3. 4;. For this reason, common components of country names, such as "Republic", "Kingdom", "United", "Federal" or "Democratic" they are not normally used to get the code elements. As a consequence, for example, the United Kingdom is officially assigned the alpha-2 code GB
instead of UK
, based on its official name United Kingdom. of Great Britain and Northern Ireland (although UK
was also reserved at the request of the United Kingdom so that it could not be used by another country).
Some country names used by the UN, and consequently by the ISO, are or have been the subject of controversy:
- North Macedonia was until 2019 on the list as "Ancient Yugoslav Republic of Macedonia", following the provisional reference used by the United Nations due to the dispute over the name of Macedonia.
- Taiwan is listed as "Taiwan, China Province" for its political status within the United Nations. In 2007, the Republic of China (Taiwan) filed a lawsuit with a Swiss civil court against ISO, with the argument that the use by the ISO of the name of the United Nations rather than "Republic of China (Taiwan)" violates the rights of the name of Taiwan. On 9 September 2010, a panel of the Swiss Federal Supreme Court decided, by three votes to two, to dismiss the claim as a presentation of a political issue that is not subject to Swiss civil jurisdiction.
- Following the recognition of Palestine as a non-member State of the United Nations in 2012, the official designation used in ISO 3166-1 changed "Occupied Palestinian territories" to "State of Palestine."
Normally the codes are chosen based on the place name in English, although some codes are chosen by the place name in other languages. For example, Germany is assigned the alpha-2 code DE
, based on its native place name Deutschland, Spain is coded ES
for its name in Spanish, and Antarctica is assigned the alpha-2 code AQ
based on the French place name Antarctique. There are also countries that register their official name in a language other than English, as is the case of Timor-Leste (East Timor) or several Latin American countries.

Some names only appear in their local language, because those countries or territories prefer to use the name only in their language without translating it. The graph of Spanish names has been taken from the list of Member States of the United Nations, maintaining the name used in the ISO standard.

Temporarily reserved codes
These are alpha codes that are preserved after their removal from ISO 3166-1. These codes can only be used during a transitional period of at least five years, while the new codes that are to replace them are put into use. These codes may be reassigned by ISO 3166/MA after the expiration of the transitional period.

If the removed code is not replaced by any other code, the last two letters of the ISO 3166-3 code are the special code HH.
Indeterminately reserved codes
These are codes used to designate road vehicles under the 1949 and 1968 International Road Traffic Conventions, but different from the codes contained in ISO 3166-1. It is expected that these codes will eventually be removed or replaced by codes contained within ISO 3166-1. Meanwhile, ISO 3166/MA has reserved some codes for an indefinite period. Any use beyond the application of these two conventions is discouraged and will not be approved by ISO 3166/MA. Furthermore, these codes can be reassigned by ISO 3166/MA at any time. They are codes that are reserved due to their presence in other ISO 3166-1 associated coding systems and where their reservation can facilitate the use of the system in question. When countries join, divide, or experience territorial change, their code numbers are erased and new code numbers are assigned. For example:
- Eastern Germany and West Germany used numerical codes
