İlham Əliyev
İlham Heydər oğlu Əliyev, short name İlham Əliyev, also referred to as Ilham Aliyev (Baku, Azerbaijan SSR, 24 January December 1961) is the fourth and current President of Azerbaijan since 2003. He is a member of the Azerbaijan New Party and is Chairman of the National Olympic Committee. He is the son of Dr. Zarifa Əliyeva and Heydar Əliyev (President of Azerbaijan from 1993 to 2003). He was repeatedly accused of corruption and terror schemes against his people and against the Armenians. Əliyev remains in power with elections that cannot be considered free and is responsible for multiple human rights violations, including the oppression of the free press and the persecution of the opposition in his country.
From 1996 to 2003 he was a deputy of the National Assembly of the Republic of Azerbaijan. He is the son and successor of Heydər Əliyev. He four times he won in the presidential elections (in 2003, 2008, 2013 and 2018).
Biography
Childhood and education
İlham Əliyev was born on December 24, 1961 in Baku, in the family of the Head of the KGB Counterintelligence Department of the Azerbaijan SSR Heydar Əliyev and ophthalmologist Zarifa Əliyeva. Ilham has a sister, Sevil Əliyeva (born October 12, 1955).
In 1977, he graduated from high school at Baku City School No. 6 and entered the Moscow State Institute of International Relations (MGIMO). After graduation in 1982 he started his postgraduate studies at MGIMO.He has a PhD degree in Political Science.
She speaks Azeri, English, French, Russian and Turkish.
Family
In 1983, İlham Əliyev, married Mehriban Əliyeva (as of February 2017 she is the first Vice President of the Republic of Azerbaijan). They have three children:
- Leila (n. 1985), daughter. He married Emin Agalarov in 2006. They have two twin sons: Mikail and Ali; and a granddaughter, Amina.
- Arzu (n. 1989), daughter. She married Samed Kurbanov in 2011. They have a son, Aydin.
- Heydar (n. 1997), son. Student of Azerbaijan Diplomatic Academy.
Career
From 1985 to 1991 he was a professor at the Moscow State Institute of International Relations.
From 1991 to 1994, İlham Əliyev entered the business world. In 1991 he took over the company 'Orient'. From 1994 to August 2003 he was the vice-president and then the first vice-president of the oil company SOCAR (State Oil Company of Azerbaijan Republic). He actively participated in the execution of & # 34;Heydar Əliyev's oil strategy & # 34; and in negotiations with foreign oil companies, culminating in the signing of an agreement known as the "Contract of the Century" (Azerbaijani: Əsrin müqaviləsi).

On August 4, 2003, at the request of the National Assembly, İlham Əliyev became the country's prime minister.
Presidency
First term
On October 15, 2003, the country's presidential elections were held, in which İlham Əliyev was victorious with 79.46% of the vote.
On February 1, 2004, İlham Əliyev created a non-governmental organization "Azerbaijan Anti-Corruption Foundation" to strengthen the fight against corruption in Azerbaijan. By his order, anti-corruption offices were established in all ministries and local authorities. From 2004 to 2006 the country had the State Program to Fight Corruption.
In 2005, he sponsored the Baku-Tbilisi-Ceyhan oil pipeline, the largest global energy project promoted by the West to access oil from the Caspian Sea. On May 25, the pipeline was officially inaugurated at the Sangachal Terminal by President İlham Əliyev.
Second term
In the 2008 Azerbaijani presidential election on October 15 with more than 88% of the vote, he was re-elected as the President of the Republic of Azerbaijan.
In July 2012, following the natural disaster in Russia, İlham Əliyev expressed his solidarity with Russian President Vladimir Putin and signed an order to send humanitarian aid in 22 vehicles to Krasnodar, including water and food.

Third term
Following the presidential elections held on October 9, 2013, the current head of state, İlham Əliyev, won 84.6% of the vote.

In March 2016, İlham Əliyev signed a decree ordering the release of 148 prisoners, including 10 prisoners of conscience.
On October 31, 2017, the grand opening ceremony of the Baku-Tbilisi-Kars railway took place. In the 2018 Azerbaijani presidential election, Əliyev was re-elected to a constitutional seven-year term with 86% of the vote. Economic policy
Since 2003 when he came to power, İlham Əliyev began to carry out economic development programs, including the "State Program for Economic Development of the Republic of Azerbaijan" (2003-2005), "Poverty Reduction Program", "State Program for Socio-economic Development of the Republic of Azerbaijan Regions (2004-2008) ", " Employment Strategy of the Republic of Azerbaijan (2006-2015)", "State Program for Socio-economic Development of Azerbaijan Regions for 2014- 2018 years".
In the continuation of Heydar Əliyev's oil strategy, İlham Əliyev, in 2004 issued a decree for the adoption of the "Long-Term Oil and Gas Revenue Management Strategy (2005- 2025)"."During İlham Əliyev's first presidential term, the main export pipeline bypassing Russia was launched: Baku-Tbilisi-Ceyhan (which was launched in May 2005 and reached full capacity in July 2006) and the Baku-Tbilisi-Erzurum gas pipeline.
In the framework of the "State Program for the Socioeconomic Development of the Regions for 2004-2008", targets were set for the creation of around half a million jobs, growth of the corresponding part of the non-primary sector in the total GDP, development of private companies, infrastructure, in particular, the construction and reconstruction of roads, educational and sports centers.
In the country during the period from 2003 to 2010, according to the government, 840,000 jobs were created, the official poverty level decreased from 45% to 11%. However, it must be taken into account that without social transfers, the overall poverty rate would increase significantly. According to the World Bank, in 2008, per capita income reached USD 3,830.
In 2014, with the participation of President İlham Əliyev, a laying ceremony of the "Southern Gas Corridor" was held, in which natural gas from Azerbaijan will be supplied to Europe via Georgia and Turkey. And in 2015 the construction of the Trans-Anatolia gas pipeline began (the contract was signed from 2012 between İlham Əliyev and Recep Tayyip Erdogan), which will supply gas through Georgia and Turkey to Bulgaria. The continuation of this pipeline will be the Trans Adriatic pipeline (through Greece and Albania to Italy), construction of which began in 2016.
In the first quarter of 2015, agriculture saw GDP growth of 3.4%.
At the end of 2017, İlham Əliyev said in his speech that this year the growth of the non-oil sector amounted to 2.5%, non-oil industrial production more than 3%, agriculture more than 100%, and non-oil exports - 24%. In 2017, Azerbaijan's GDP was USD 39.21 billion, the growth of which compared to 2016 was 4.4%.

Sports politics
On July 7, 2011, İlham Əliyev ordered the construction of a modern sports and concert complex in Baku that meets international standards. In 2016, İlham Əliyev issued a decree on increasing the Presidential Special Olympic Scholarship of the Republic of Azerbaijan for Azerbaijani Olympic champions. The decree entered into force on January 1, 2017.
In 2017, İlham Əliyev signed an order to establish the Organizing Committee in connection with holding the BMX Racing Cycling World Championship in Baku. The Championship was scheduled from June 5 to 9, 2018.
European Games 2015
The decision to hold the first European Games was taken on December 8, 2012 at the 41st General Assembly of the European Olympic Committee. On January 17, 2013, İlham Əliyev issued a decree on the establishment of the Committee Organizer for the holding of the first European Games in Baku in 2015. From June 12 to 28, 2015, the European Games were held in Baku. İlham Əliyev actively participated in the European games.
Formula 1
The decision to hold Formula 1 in Baku in 2016 was made in 2013. On June 16, 2016, İlham Əliyev met with “Formula One Management” Chairman Bernie Ecclestone. From June 17 to 19, 2016, the eighth stage of the Formula 1 European Grand Prix championship was held in Baku for the first time. April 27-29, 2018 in Baku the fourth stage of the Formula 1 Azerbaijan World Cup Grand Prix will take place.
World Cup 2015 and Chess Olympiad 2016
With the consent of İlham Əliyev, the Azerbaijan Chess Federation proposed to hold the Chess Olympiad in Baku in 2016 and on September 8, 2012 the FIDE General Assembly confirmed the request. On February 14, 2013, İlham Əliyev ordered the creation of an Organizing Committee to carry out preparations for the Olympic Games. From September 11 to October 5, 2015, the World Chess Cup was held in Baku. And from September 1 to September 14, 2016, the 42nd Chess Olympiad took place in the Baku Crystal Hall. In July 2013, the VIII General Assembly of the Islamic Solidarity Sports Federation decided that the IV games will be held in Baku. On September 18, 2015, İlham Əliyev signed an order on the formation of the Organizing Committee of the 4th Islamic Solidarity Games. In May 2017, in the official journal of the Organization of Islamic Cooperation-OİC Journal, İlham Əliyev published an article titled "Strengthening Islamic Solidarity: Imperative of Our Time". IV Islamic Solidarity Games
In July 2013, the VIII General Assembly of the Islamic Solidarity Sports Federation decided that the IV games will be held in Baku. On September 18, 2015, İlham Əliyev signed an order on the formation of the Organizing Committee of the 4th Islamic Solidarity Games. In May 2017, in the official journal of the Organization of Islamic Cooperation-OİC Journal, İlham Əliyev published an article titled "Strengthening Islamic Solidarity: Imperative of Our Time". IV Islamic Solidarity Games were held in Baku from May 12 to 22, 2017. İlham Əliyev also signed a decree to award Azerbaijani athletes and coaches with the purpose of encouraging athletes to win at the Games Olympics.
Judicial policy
On January 19, 2006, President İlham Əliyev signed a decree “On modernization of the judicial system”, according to which new courts were created in the regions, as well as new courts of appeal in 6 regions of Azerbaijan. The appeal courts of the regions consist of 4 groups: civil, criminal, military and administrative-economic. Also the cooperation of Azerbaijan with the Council of Europe was amended the Law on Courts and Judges and the Law on Judicial Council. On April 3, 2019, the President signed the law on the deepening of reforms in the judicial system.
Foreign relations
In 2016, the President of Azerbaijan, İlham Əliyev, signed a series of agreements on normalization, double taxation, agricultural cooperation, etc. with Israeli Prime Minister Benjamin Netanyahu.
On August 12, 2018, the leaders of five states - Azerbaijan, Russia, Iran, Turkmenistan and Kazakhstan signed an agreement on the Caspian Sea charter.
With the European Union
In 2004, at the initiative of İlham Əliyev, Azerbaijan joined the European Union's Neighborhood Policy. In 2006, İlham Əliyev on behalf of Azerbaijan and former President of the European Council, Matti Vanhanen, and former President of the Commission, José Manuel Barroso, on behalf of the EU signed the Memorandum of Understanding on a Strategic Partnership. In 2009 Azerbaijan joined in the Eastern Partnership. On February 6, 2017, Əliyev visited Brussels for bilateral and multilateral meetings. He paid official visits to the EU High Representative for Foreign Affairs and Security Policy, with the President of the European Council, the President of the Commission and the Commissioner of the Energy Union. On February 7, 2017, the negotiation process for a new bilateral agreement between Azerbaijan and the EU started.
On November 25, 2017, at the invitation of the President of the Council of the European Union, Donald Tusk, İlham Əliyev participated in the Eastern Partnership summit and in his statement, said the following: "In the 21st century, aggressive separatism is unacceptable. All forms of separatism must be condemned and a single approach must be applied to all manifestations of separatism. The territorial integrity of Azerbaijan has the same value, as the territorial integrity of any other state, and must be restored ".
With the UN
In September 2004, İlham Əliyev visited the UN headquarters to participate in the general debates of the 59th session of the United Nations General Assembly. In September 2010, he participated in the 65th session of the the United Nations General Assembly and in September 2017 at the 72nd session of the United Nations General Assembly. During İlham Əliyev's presidency, Azerbaijan was elected as a non-permanent member of the UN Security Council from the Eastern European group of states on October 24, 2011 for the 2012-2013 term. On May 4, 2012, under the leadership of Azerbaijani President İlham Əliyev and with the participation of UN Secretary General Ban Ki-moon, a high-level meeting of the UN Security Council was held on "Threats created by terrorist acts to peace and international security".
With NATO
İlham Əliyev joined the Individual Partnership Action Plan in 2004. Azerbaijan successfully completed the first (2005-2007), second (2008-2010) and third (2012-2013) cycles of its IPAP and is currently preparing the next cycle of the IPAP document (2014-2015). İlham Əliyev visited Paris in May 2006 and attended the spring session of the NATO Parliamentary Assembly. İlham Əliyev presented Azerbaijan's first IPAP to NATO in Brussels on May 19, 2014. İlham Əliyev participated in the meetings during the NATO Summit in Chicago in 2012 and the NATO Summit in Wales in September 2014. İlham Əliyev participated in the session on Afghanistan at the NATO Summit in Warsaw in July 2016. On November 23, 2017, in Brussels, İlham Əliyev met with NATO Secretary General Jens Stoltenberg. They discussed the NATO-Azerbaijan partnership and regional security in the South Caucasus. The Secretary General also appreciated Azerbaijan's contribution to the "Resolute Support" NATO-led in Afghanistan.
With the Organization of Islamic Cooperation
During his presidency, Əliyev met the OIC Secretary General for the first time on the sidelines of the OIC's third extraordinary summit in Mecca in 2005. In 2006, 2009, 2012, 2013, Əliyev received to the OIC Secretary General in Baku, Azerbaijan. Consequently, on April 6, 2015, he visited the OIC headquarters in Jeddah (Saudi Arabia) and met with the OIC Secretary General. İlham Əliyev received the President of the Youth Forum of the Islamic Conference for Dialogue and Cooperation in Baku. He signed an Order for establish an Organizing Committee regarding the decision of the 6th Islamic Conference of Culture Ministers to designate the city of Nakhchivan as the Capital of Islamic Culture for 2018.
With the United States
İlham Əliyev tries to expand relations with the United States. In 2004, during the Istanbul NATO Summit, İlham Əliyev met with President George W. Bush and discussed the prospects for the development of bilateral relations. The parties also exchanged views on the Baku-Tbilisi-Ceyhan project. On the same day, İlham Əliyev met with British Prime Minister Tony Blair. His first official visit to Washington was made at the invitation of former US President George W. Issues of joint cooperation between the two countries in international anti-terrorism operations, energy cooperation, as well as other global and regional issues were discussed at the meeting. İlham Əliyev's next official visit to the US was made at the invitation of Barack Obama from March 31 to April 1, 2016 in the framework of the Nuclear Security Summit. In the framework of the Summit, İlham Əliyev also met with US Vice President Joe Biden. The parties discussed issues of terrorism, security and the importance of the Southern Gas Corridor to strengthen Europe's energy security.
On September 21, 2017, in connection with the 72nd UN Assembly in New York, İlham Əliyev and US President Donald Trump met with their spouses.
With France
From March 12 to 15, 2017, President Əliyev paid an official visit to France and met with executive officials from international companies SUEZ, DCNS, CIFAL, Space Systems in the Airbus Defense and SpaceDivision. On November 1, 2017, the second trilateral meeting of the heads of state of Azerbaijan, Iran and Russia was held in Tehran. On September 1, 2018, Ilham Aliyev visited Russia, in the framework of which he met his Russian counterpart Vladimir Putin. During the interview, cooperation during previous years was discussed, also future collaboration, especially in the military-technical sphere. It was noted that the amount of military procurement expenditures by Azerbaijan in Russia was 5 billion US dollars.
Controversy
In 2008, Əliyev declared that "Nagorno Karabagh will never be independent; the position is also supported by international mediators; Armenia has to accept reality" and that "in 1918, Yerevan was granted to the Armenians. It was a big mistake. The Yerevan Khanate was Azeri territory and Armenians were invited there".
