Guaicaipuro Municipality
The municipality of Guaicaipuro is a municipality in the state of Miranda, in Venezuela. It is located within the area known as the Altos Mirandinos, a mountainous area whose peaks reach 2,098 m.a.s.l. no. m.. Its capital is the city of Los Teques which, in turn, is the state capital.
Historical background
It is towards the end of the 18th century when the main towns of the region were founded: San Pedro and San Antonio de Los Altos (1772), San Diego de los Altos and Los Teques (1777). From this date, the towns of the Altos Mirandinos acquire a strategic value: on their roads, the traffic on mule back of products and merchandise from the tuyeros valleys to Caracas and La Guaira and vice versa intensifies. The rearing of horse and mule cattle, and, later, the cultivation of coffee, make possible a slow but constant growth of the economy of the area.
In 1814, the royalist chief José Tomás Boves destroyed Los Teques and kidnapped some coffee plantations and herds of cattle. Apart from this incident, and despite the fact that the War of Independence practically ended the trade and transfer of products to the port of La Guaira, the economy of the Altos Mirandinos did not stop growing, since it provided food to the places directly affected by the war.
In 1891 the Great Railway of Venezuela began to function, which facilitated the departure of agricultural products to Caracas and the rest of the country.
In 1927 Los Teques became the capital of the state of Miranda. In the middle of the 20th century, the mountainous region of the state of Miranda began to become the place of expansion of the city of Caracas; numerous urbanizations are built in Los Teques, San Antonio and Carrizal. However, accelerated urbanism does not reach towns such as San Diego and San José de los Altos (Cecilio Acosta parish), San Pedro de los Altos, El Jarillo, Tácata, Altagracia de la Montaña and Paracotos, which still preserve their gentle character.
Etymology
It owes its name to the chief Guaicaipuro, who in 1565, at the head of the Teques and Arbacos Indians, defeated the Spanish conquerors led by Diego de Losada. Guaicaipuro dies in an ambush, and with his death the distribution of land and men in the parcels begins.

All the parishes of this municipality belong to the Mirandina subregion called Altos Mirandinos except the Tácata parish which belongs to the Valles del Tuy subregion.
Politics and Government
The beginnings of the Guaicaipuro mayor's office date back to the installation of the municipal council of the Guaicaipuro canton, created by decree on March 17, 1853. That year, the Senate and the House of Representatives of the Republic of Venezuela met in Congress They decide to found a new canton in the province of Caracas with the name of Guaicaipuro, made up of the parishes of Los Teques, Macarao, San Pedro, San Diego, Carrizal, San Antonio and Paracotos.
In this way, the governor of the province of Caracas proceeded to provisionally appoint a political chief, municipal revenue administrator, and the four councilors who would represent said canton.
The municipal council of the canton of Guaicaipuro, as it was called in ancient times, met for the first time on July 14, 1853, being constituted by Ramón Hurtado, as president or political chief, and by the councilors Pedro Díaz, Juan José Perez and Fernando Marrero. During that first session, and after being duly sworn in, the Chamber proceeded to appoint the municipal secretary, Jesús María Hurtado, and the trustee attorney José León Durán, who held office until December of the same year. anus.
More than 150 years have passed since that first session and, as is logical, the laws and ordinances that regulate the activities of the localities, previously called cantons, today municipalities, have changed. In this sense, the old Guaicaipuro canton became the autonomous municipality Guaicaipuro.
In 1989, during the presidency of Jaime Lusinchi, the creation of the mayors' offices was decreed as the highest authority of the Executive Branch, leaving the municipal council as the representative of the municipal Legislative Branch, which was responsible for ensuring transparent management of the mayor and the person in charge of drafting and approving the municipal ordinances that will govern the lives of the inhabitants of each municipality, in accordance with the national laws of the republic.
After the first municipal elections in which governor and mayor were elected for the first time in 1989, Raúl Pagés was elected mayor of the Guaicaipuro municipality.
