The government delegations in the public administration of Spain are bodies corresponding to the peripheral organization of the State. They have a political nature, and their holders, who depend organically on the President of the Government and functionally on the Ministry of Territorial Policy, hold the status of high office by having the rank of undersecretaries. Its main functions are to represent the Government in the corresponding autonomous community or city, as well as direct the State Administration in the autonomous territory and coordinate it with the administration of the autonomy in question.

According to article 154 of the Spanish Constitution, a «delegate appointed by the Government will direct the State Administration in the territory of the Autonomous Community and will coordinate it, when appropriate, with the Administration of the Community». It is regulated in Section 2 of Chapter III of Title I of Law 40/2015, of October 1, on the Legal Regime of the Public Sector (LRJSP), articles 72 and 73. It has powers over management and coordination of the Administration General of the State and its public Bodies, information on Government action and information to citizens, coordination and collaboration with other Public Administrations, control of legality and public policies, always within the scope of the respective autonomous community.

To better fulfill the directive and coordinating function of the Government Delegation, a territorial commission to assist the Government delegate is created in each of the multi-provincial autonomous communities, chaired by the Government delegate and made up of the sub-delegates of the Government in the provinces included in its territory; In the Balearic and Canary Islands, the Island Directors will also be integrated.

In the year 2000, the Government Delegation for Aliens and Immigration was created with competences in these matters.

The Government delegates report to the Presidency of the Government and it corresponds to the competent ministry in matters of Public Administration to issue the precise instructions for the correct coordination of the General State Administration in the territory and to the Minister of the Interior, in the field of the powers of the State, impart the necessary ones in terms of public liberties and citizen security. All this is understood without prejudice to the competence of the other ministries to issue instructions relating to their respective areas of responsibility.

The Government delegates will be appointed and separated by royal decree of the Council of Ministers at the proposal of the President of the Government and will have their headquarters in the town where the Autonomous Government Council is located, unless the Council of Ministers determines otherwise and without prejudice to what is expressly provided for in the Statute of Autonomy.
