The gender empowerment index (IPG) is a social indicator that measures the level of opportunities for women. Therefore, it also measures inequalities in three dimensions of women's participation. It is prepared by the United Nations Development Program (UNDP).

The dimensions and their indicators are:

  • Political participation and decision-making power. Measured by the proportion of women and men with parliamentary seats.
  • Economic participation and decision-making power. Measured by the participation of women and men in legislative posts, senior officials or managers and participation of women and men in professional and technical positions.
  • Control over economic resources. Estimated income from women and men.
