Ertzainen Nazional Elkartasuna (Er.N.E. or ErNE) (National Solidarity of the police of the Basque Country in Spanish) is a professional union or corporate office of the Ertzaintza, the autonomous Police of the Basque Country. It is also represented in different local police forces in the Basque Country (all of them included in what is called Euskal Polizia and governed by their own Police Law). It is the majority association within the EUSKAL POLIZIA. The intentions of Er.N.E. are clearly expressed in the Statement of Reasons that open its Statutes, which among other things says: "The main objective of Er.N.E. It is the achievement of a Euskaldún Euskal Polizia, democratic, professional, effective and at the service of the entire Basque society, made up of ertzainas and udaltzainas.


History

It was founded on November 21, 1984, a few years after the creation of the current Ertzaintza. The word erne in Basque means attentive or vigilant, as well as embryo. The union's motto is Erne´tik aurrera.

According to their statutes, they aim to achieve a Basque Basque Police that is democratic, professional, effective and at the service of all Basque society.

After years of struggle with the ELA Ertzaintza union center, in the union elections of November 2006 Erne became the most voted union of the Ertzaintza for the second time, consolidating itself as the corporate union force stronger. In these elections, ErNE managed to prevail over ELA in Guipúzcoa, which from the beginning had been a fiefdom of this union force, thus achieving absolute victory in all the provinces of the Basque Country.


In the union elections of November 2010, Er.N.E. repeats results, being the union organization with the most votes in the three historical territories, obtaining 9 more delegates than the next union organization (ELA) and more than double that of the third in the running (Esan), a corporate split from ELA. With a floor of more than 2,000 votes, Er.N.E. consolidates itself as the most important force in Basque police unionism.

In October 2014, Erne once again won the union elections in the Ertzaintza in the three territories, leaving the next union center within a thousand votes of difference.

ErNE wins the Ertzaintza union elections in 2017 with almost 40% of the votes and a record participation in the vote, and winning again in the three provinces, and being the majority in almost all the police stations with important fiefdoms where they achieved an absolute majority, such as Sestao, Irún, or Tolosa.

In the local police, Er.N.E. It is the most widespread professional union in the Basque Country, with representation and presence in more than twenty town councils, including San Sebastián Vitoria, Portugalete, Guecho and Santurce.

ErNE also has delegates in the Miñones (the Provincial Police of Álava), in the Migueletes of Guipúzcoa and in the Provincial Councils of Vizcaya, all of them attached to the Ertzaintza but dependent on the Provincial Councils

Scale change

After ErNE signed the agreement with the Department of the Interior in 2005, in 2007 the change from Group D to C was made for the members of the Ertzaintza Basic Scale. For employment purposes, this change not only affects economically, but also equates the qualification obtained at the Arkaute academy as an Auxiliary Technician or Industrial Officer study.

In 2022, after the changes produced in the qualifications required for the Euskal Polizia exams, in which the accredited bachelor's degree or similar, Er.N.E. The procedures begin for the transition from scale C to scale D of the ertzainas within the public service.


Advancement of the retirement age

In 2009, after Erne's negotiations with PNV (which had power in the Basque Country) and PSOE (which had power in Spain), the Ertaintza managed to advance the retirement age to 59/60 years, a historical labor and social milestone in the Basque Police, since they are assimilated to groups such as fishermen, miners or firefighters.

This negotiation process was internally highly questioned by other union organizations (ELA or CCOO), which at all times called the demand that ultimately led to an agreement of great significance and importance a deception or chimera.



Professional career

After the 2014 union elections, Er.N.E. agreed with the socialist government that governed at that time in the Basque Country on the development of professional careers, already established in other police forces and in other branches of the Basque public service. This agreement was subsequently breached by the security department of the PNV, which succeeded the socialists in the Basque presidency, which as of 2019 was still in dispute for its development.

In 2019, the new Basque Police Law was approved, which includes the development of the professional career agreed in 2014, which implies its mandatory implementation and compliance.

In June 2021, the development of the professional career decree is signed by the Department of Security and the ESAN union, split from the ELA union center. Er.N.E. does not join this signature because it understands that "the development of this decree moves away from the initial spirit of the professional career and forgets about objectives such as the training of agents, in addition to believing it is discriminatory compared to other Basque officials in its remuneration."

After years without having a person occupying the general secretary due to the terrorist threat from ETA,

(secretariat that occupied a governing board), and within the normalization process of Basque society

In this congress the ideological line of a union center focused on the reality of the Euskal Polizia is reinforced, a concept coined by the organization and made up of all the police forces of the Basque Country and governed by the Basque Police Law.

In this new stage, structural changes are made in the management of the union center, forming a management team formed by Marina de la Hera as vice-secretary and Aitor Otxoa as organization secretary, who together with Sergio Gómez de Segura himself, form the visible head of the new governing board.
