Emilio Perez Tourino
Emilio Pérez Touriño (La Coruña, August 8, 1948) is a former socialist politician, professor and Spanish economist. He was president of the Junta de Galicia between 2005 and 2009 and secretary general of the Partido dos Socialistas de Galicia-PSOE from 1998 until March 4, 2009, when a manager took over the party after resigning as a result of his loss of the presidency of the Galician Government. His ideological line is Galician, federalist and social democratic.
Biography
Pérez Touriño was born in La Coruña on August 8, 1948. He completed specialization studies at the Institute for Research and Development Planning at the University of Grenoble, France. He is a doctor in Economic Sciences and a tenured professor at the University of Santiago de Compostela, where he was vice-rector for Economic Affairs.
Touriño is also the author of multiple studies on issues of regional development and agricultural economics within the European Union. National Award for Agricultural Publications, Pérez Touriño also directed works and publications in relation to infrastructures and economic growth in Galicia.
Political career
During the democratic transition he was a student leader and active militant on the left, first from the ranks of Bandera Roja and later in the PCE. He participated directly in the process of the Statute of Autonomy of Galicia and in the Pacts of the Hostel that made it possible.
He entered politics at the hands of Abel Caballero when he was Minister of Transport, Tourism and Communications. He was first his chief of staff and then General Undersecretary for Infrastructure at the Ministry of Public Works, Transport and the Environment. He joined the PSOE in 1988, after the general strike called by the UGT unions and Comisiones Obreras. In 1994, Luis Roldán accused him of having intervened in the payment of commissions, for which he resigned from his political posts, even though he always rejected his involvement. He returned to teaching for two years.
In 1998, he replaced Francisco Vázquez as general secretary of the PSdeG-PSOE. After the Galician elections of 2005, the results of which allowed him to lead a coalition government with the Galician Nationalist Bloc, he presided over the Junta de Galicia from August 2, 2005.
Emilio Pérez Touriño was re-elected Secretary General of the PSdeG-PSOE on July 26, 2008.
Defeat in the 2009 Galician elections and withdrawal from politics
In the elections to the Galician Parliament held on March 1, 2009, Touriño once again presented himself as a candidate to preside over the Junta de Galicia, although on this occasion the Popular Party once again recovered the absolute majority. As a consequence of this, the following day he presented his resignation as general secretary of the PSdeG-PSOE. enter the "Consello Consultivo de Galicia" and return to teach at the University of Santiago de Compostela.
