District of Villa El Salvador
The district of Villa El Salvador is one of the forty-three districts that make up the province of Lima, located in the department of the same name, in Peru. It limits to the north, with the district of San Juan de Miraflores; to the east, with the district of Villa María del Triunfo; to the south, with the district of Lurín; to the west, with the Pacific Ocean and the district of Chorrillos.
Belonging to South Lima and with an area of 35.46 km², it is the third smallest (after the districts of Santa María del Mar and San Juan de Miraflores) and the second in the fields with the highest population density (after the district of San Juan de Miraflores) and the largest population (after the district of Villa María del Triunfo) of this area of the capital in which it is located.
Origin of name
The name of the district was proposed by Monsignor Sebastian Carpio: He took the name of "Villa" for being this a populated place and distinguished from other places and that of "El Salvador" in homage to Jesus of Nazareth (remember that the majority Peruvian religion is Catholic).
History
Villa El Salvador was born as a human settlement in May 1971, when a group of settlers invaded some bristling land located in Pamplona, at that time part of San Juan de Miraflores. After several days of negotiations with the revolutionary government presided over by General Juan Velasco Alvarado, the inhabitants were relocated to some sandbanks located 25 kilometers south of Lima (Villa María del Triunfo) called at that time Pueblo Joven Villa el Savior.
This young town continued to develop and compared to the rest of Lima's districts, it had the planning of the development of its territory. Indeed, the enormous and inhospitable desert that is occupied in less than a month by one hundred thousand inhabitants, was inhabited in a planned manner, with urban zoning, with areas reserved for; housing, schools, medical posts, markets, main avenues, etc.; and with areas reserved for an industrial and productive zone. The houses, in turn, were grouped into 24 lots, organized into 16 blocks, which formed a residential group, which reserves a central communal area where the residents built an initial education center, a community building, a medical post, sports areas, and recreational. This design favored the management of a neighborhood and participatory practice from the bases, supported by the management capacity of the residents to solve the elementary problems of basic services: education, health, transportation, recreation, commerce and also at the production level. In this way, the settlers who populated the desert did so in an orderly manner.
Almost 15 years later, the Self-managed Community of Villa El Salvador ceased to be a young town and thanks to the efforts of its leaders before the Congress of the Republic, it was elevated to the category of district.
So, on June 1, 1983, by Law 23605, the district of Villa El Salvador was created, on the territory of the Self-Managed Community. The new district is segregated from the districts of Villa María del Triunfo (which loses its access to the sea) and absorbs some coastal areas of the District of Lurín.
On January 1, 1984, the first municipal administration was sworn in. During these years, there were two development plans that were achieved in quite difficult contexts. In the first case, it was an attempt to transform the desert in a planned and organized manner into an urban area with the efforts of the inhabitants and with the support of the state. The second case consisted of building a productive zone at a time when Peru was experiencing one of the most serious crises in its history accompanied by the terrorist violence that was plaguing it at that time; that way, the district was able to make the Industrial Park a reality. Villa El Salvador confronted the Senderista violence and advocated for peace with social justice. The population mobilized to condemn the violence in circumstances in which fear seemed to inevitably prevail in the population. Thus, the municipality, the citizenry, and public institutions played an important role in the defeat of the armed groups. The price that had to be paid was very high, to the point that one of its main leaders and deputy mayoress, María Elena Moyano and the councilor Rolando Galindo, were assassinated.

Demographics
The 2017 census determined that Villa El Salvador has 393,254 inhabitants. Compared to the last previous census, the district increased 11,464 inhabitants, an average of 3%, reaching the conclusion that the district has an average annual population growth of 0.3%. The number of men is 193,833, while that of women is 199,421. The number of women of childbearing age is 133,519, of whom 152,087 children were born alive, which makes an average of 1.3 children per Salvadoran woman. In the district the number of minors is 113,865, while 279,389 are adults. The entire population of Villa El Salvador is urban, representing 4.6% of the urban population of the province of Lima, being the fifth place in all the districts of Lima in grouping the largest population in the urban area. Of the entire population, 304,936 inhabitants are of working age, of which 148,639 are men and 156,297 are women.
In the type of ethnic identification, 57,661 identified themselves as Quechua, 2,902 as Aymara, 591 as Amazonian, 271 as part of another indigenous people, 3,504 as Afro-descendant, 16,296 as white, 201,833 as mestizo, 4,899 from another ethnic group and 10,979 abstained from answering.
In the household sphere, 369,408 have an independent house, 17,218 have an apartment, 625 live in a farmhouse, 996 live in a tenement house, 543 live in a makeshift house and 541 live in a place not intended for human habitation. In the field of civil status: 130,470 inhabitants are single, 86,128 inhabitants are cohabiting, 15,410 are separated, 74,276 are married, 9,310 are widowed and 2,292 are divorced.
In the field of services available to the population; At the educational level, people aged 15 years and over were asked how far they have studied: a total of 298,484 people, of which 1.6% did not study at all, 0.1% studied up to preschool, 12.8% up to primary school, 52.3% to secondary school, 32.6% have higher education and 0.6% have postgraduate studies. With the same age range, the district has 5,960 illiterate people; Compared to 10 years ago, there was a decrease of 35 people, that is, it decreased by 0.2%. Regarding the first language previously learned before attending an educational institution (that is, 5 years and older), 362,889 people were consulted; of which 89.64% learned Spanish as their first language, 9.30% Quechua, 0.55% Aymara, 0.01% Ashaninka, 0.03% another native language, 0.11% some foreign language, 0.04% learned language signs, 0.08% do not listen or speak and 0.24% preferred not to respond. In terms of health insurance, 140,407 inhabitants have the SIS, 126,304 are affiliated with EsSalud, 6,981 have health insurance from the Armed Forces or Police, 8,750 have some private health insurance, 3,999 reported having other types of insurance and 108,596 do not have any health insurance.

- Mototaxi: The majority belong to some association, which makes them have an initial meeting point every beginning of day (and if they do not have passengers return to this point) to members belonging to exercise their services and be formal before the law; however, there are also independent but they are informal before the law.

Metropolitan Feeder
The district houses the route of one of the feeders offered by the Metropolitano service. The Villa el Salvador feeder leaves from the Matellini South Terminal, crossing 13 stops (9 of which are located in the district) until it reaches its final stop located at the Huáscar Zonal Park. It should be noted that this is the only public transport in Villa El Salvador that has a direct route to Chorrillos.
Line 1 of the Lima Metro
The route of Line 1 (Lima Metro) also passes through this district. Two stations are located in the district:
- Villa El Salvador Station: It is the first station of the Metro Line 1 in Lima. It is located at the intersection of Av. Industrial Separator with Av. Jorge Chávez.
- Estación Parque Industrial: It is the second station of the Line 1 of the Metro of Lima, between the stations Mateo Pumacahua and Villa El Salvador. It's located at Av. The Sun with Av. Industrial separator.
Education
In the district there are several state and private schools that provide initial, primary and secondary education services. It also has various CETPROs (Technical-Productive Center) so that the residents of the district can study and learn a trade.
Universities
Specifically, at the university level, the district is home to four universities, one national and three private:
1. National Technological University of South Lima (UNTELS):
Since the 1970s, in the 20th century, when Villa El Salvador emerged, its inhabitants who created the Self-Managed Community of Villa El Salvador included in their First Comprehensive Development Plan the creation of a public university, among the institutions educational resources that the community should have, assigning it a plot of land in the Lomo de Corvina area. Subsequently, once the district of Villa El Salvador was created, thanks to the management of a Commission made up of leaders from that district and from the whole of Lima Sur, on January 10, 2001, the National Technological University of the Southern Cone of Lima (UNTECS) was created.), currently called the National Technological University of South Lima (UNTELS), through Law No. 27431 promulgated by the Democratic Transition Government chaired by Valentín Paniagua.
On September 29, 2005, by order of the Minister of Education, Javier Sota Nadal, the first Organizing Commission was established and on March 15, 2006, the land for its Headquarters was delivered to the university, as well as the budget destined for the construction of the first classroom pavilion on the university campus. On November 6 of that year, its Institutional Development Project was approved. On February 25, 2007, the first public admission contest was held and on April 1 of that same year the first academic year began.
Through Law No. 30184, dated May 6, 2014, it was renamed the National Technological University of Lima Sur (UNTELS). Currently, it has 5 professional careers available to the general public: Business Administration, Systems Engineering, Electronic Engineering and Telecommunications, Mechanical and Electrical Engineering and Environmental Engineering.
2. Southern Scientific University: Founded on February 5, 1998. It has 5 undergraduate faculties, which at the same time include 21 undergraduate professional careers. In addition, in the field of careers for people who work, it has with 4 professional careers. In the postgraduate area, it offers 4 master's degrees that include 14 specialties.
3. Autonomous University of Peru (UA): Founded on December 19, 2007. It has 7 undergraduate professional careers. In the postgraduate area, it offers only one master's specialty.
4. Technological University of Peru (UTP): The main premises of this university are located in downtown Lima. However, it has a campus in the district which began operations in 2018. This headquarters has 4 faculties that include 19 undergraduate professional careers. Also, in the area of careers for working people, it has 3 faculties that include 6 professional careers.

Health
The district has four hospitals, which are:
- Hospital Es Salud Uldarico Rocca Fernández: Opened on 7 March 2000.
- Hospital de la Solidaridad Villa El Salvador: Inaugurated in 2005.
- Hospital Villa Salud (EsSalud): Opened on 24 September 2012. The case of this hospital-clinic is peculiar, since a certain part of the health center welcomes EsSalud's insurers and another part of it works as a clinic, this thanks to an agreement made.
- Hospital de emergencias Villa El Salvador (MINSA): Opened on April 7, 2016.
In addition to this, Villa El Salvador has various medical posts, some even have an emergency service. On the private side, although in smaller numbers than the posts, it has several clinics and polyclinics.
Security
Police stations and peacekeeping
It has two police stations located in various parts of the district:
- Commissariat Villa El Salvador: It is the main police station in the district. It is located at the junction of Av. Vallejo c/n Av. Revolution, right on the side of the district municipality.
- Commissariat Urbanization Pachacamac: Located in the X Apple, Lot. S/N, in the Urbanization Pachacamac I Etapa, Republican Guard.
Villa El Salvador also has an initial point of serenity:
- Serenazgo de Villa El Salvador: The serenazgo of the district works to provide well-being and security to its neighbours through physically and mentally trained personnel to safeguard the integrity of the citizenry. Its base is located on Avenida Álamos, on the side of the Coliseum La Paz (which is a neighbor to the Iván Elías Moreno Stadium).
Fire station
The district has only one fire station:
- Volunteer Fire Station Villa El Salvador No. 105: Founded on 14 April 1996. It is an entity with voluntary personnel, vocation of service and discipline that performs tasks of fire prevention, control and extinction, medical emergencies, rescue and rescue of life exposed to danger. It is located in Sector 2, Group 15 of the district.
Media
Although it is true that Villa El Salvador shares the same television and radio services as the rest of Lima, the district has its own channel and its own radio station.
TV signals
- Villa TV: From its foundation on 2 August 1992 until its closure (and subsequent replacement) on 31 December 2013. The channel had diverse programming but was mostly cultural. It was transmitted in an open signal, it was channel 45. His studies were located at the Center for Popular Communication and Development Promotion (CECOPRODE) in the district.
- Anqa TV: It is the district channel currently in operation. It was founded on December 31, 2013 and replaced Villa TV. It arises thanks to an agreement between the Center for Popular Communication and Development Promotion (CECOPRODE) and the Association of Communicators TV Cultura in order to create a new joint venture called "Television Ciudadana SAC". It is also transmitted in an open signal and is channel 45 of that, but unlike its predecessor, the coverage to the other districts outside Villa El Salvador is limited.
Radio Signs
- Stereo Villa 101.7 FM: It is a radio that covers Villa El Salvador and four other districts of South Lima: San Juan de Miraflores, Chorrillos, Villa María del Triunfo and Lurín. All its programming is about the Salvadoran district and what happens there, although it sometimes covers some brief news about the other three districts.
- Los Andes 99.5 FM: Coverage in Villa El Salvador, Villa María del Triunfo, Chorrillos, San Juan de Miraflores, Barranco, Santiago de Surco (parte) and Miraflores. It also has an AM signal under the name Imperial 2. It transmits programs of folk music, news, esotericism, culture, and an independent space twice a week dedicated to subjects of mystery, called "Misterios al Atardecer".

Appearances in series and movies
The history of the district has been the subject of national series and films, including:
- Cutting: 1998 Peruvian film directed by Alberto Durant. Inspired by the life of human rights activist Maria Elena Moyano, especially at her stage as a district leader, when she had the courage to confront Shining Path.
- Wind and sand: Miniserie Peru premiered on October 24, 2005, he understood 20 chapters and was transmitted by Latina Television (which in those times was called Latin Frequency). It was produced by Michele Alexander and Susana Bamonde, and also had the script by Eduardo Adrianzén. Shopping centers
The district of Villa El Salvador is home to three small shopping centers.
- MegaPlaza Express Villa El Salvador: Inaugurated on 12 April 2012, it has an extension of 9000 m2. It houses among its ranks the Plaza View supermarket, the KFC fast food restaurant and Movie Time cinema, among other shops.
- Plaza Center: Inaugurated in July 2017, it has an extension of 25.500 m2. In this shopping center you will find the Plaza View supermarket, the Promart Homecenter home improvement shop and Cineplanet cinema, among other shops.
- MegaPlaza Villa El Salvador II: Opened in 2018, it has an extension of 40,000 m2. In this are the Tottus supermarket, Bata, Movie Time cinema, among other shops.
Clubs
There are three clubs in the district:
- Peruvian Hypic Club of Villa: Located by kilometer 19 of the South Pan American.
- Club Regatas-Filial Villa Deportiva o Club Regatas Villa: Located by kilometer 20.5 from the South Pan American.
- Camping Touring Club: Located by kilometer 22 of the South Pan American.
It should be noted that the Parque Zonal Huáscar formally receives the name of "Club Zonal Huáscar". However, it is not considered as such because it only has the function of a zone park for the district.
Condos
Villa El Salvador has two sets of condominiums, functioning as residential for its inhabitants.
- Parques de Villa El Salvador I: It was the first residential complex of condominiums built in this district. It is located between Av. 1.o de Mayo and Av. Algarrobos, being a neighbour of the Unicachi Market and the MegaPlaza Villa El Salvador II. Its construction was funded by Graña and Montero and is the best-known department area in the district.
- The Parks of Villa El Salvador II: It has a total of 280 departments and 93 parking lots, plus 1400 m2 of indoor green areas and with shops on its own. It is located between the Av. Algarrobos and Los Cedros Street. However, its location is not so strategic, as it is in the middle of a district factory area, making it necessary for the inhabitants of this residential area to have a personal vehicle for its mobilization. Its construction was funded by Graña and Montero.
Religion
In the 2017 census, when the results showed that 240,083 inhabitants of the district are Catholics, also 33,340 Evangelicals and 23,875 were believers of another religion. The district is home to several churches of various religions:

Sports
Football
Villa El Salvador had a team founded in the same district called Defensor Villa del Mar, which participated in the Copa Perú and in the Second Division of Peru until its disappearance in 2008.
In 2013, an agreement was reached for Deportivo Municipal, a club founded in the district of Lima, to participate in the Peruvian Second Division Tournament that year and in subsequent years. To the delight of the district, the club won the following year's tournament, granting it passage to the First Division of Peru, which led to the first time in its history that the Salvadoran district hosts first-class soccer. However, in 2018, after a series of decrees in the Peruvian soccer regulations (specifically the condition of the synthetic grass in the Salvadoran stadium), they prevented Deportivo Municipal from using said venue from that year.
For this, the Municipality of Villa El Salvador changed the synthetic grass to natural, obtaining the remodeling of the grass in 2020. However, the 2020 and 2021 League 1, both played only in the metropolitan area of Lima, requested that the teams could not play in the stadiums where they were local, so the Iván Elías hosted matches of various Peruvian clubs and without the presence of the public due to the COVID-19 pandemic. For the 2022 tournament with the return of the public to the stadiums, Deportivo Municipal once again used the Iván Elías.
Sports infrastructure
- Iván Elías Moreno Stadium: It is the main stadium in the district, founded on June 2, 2002. Named in tribute to a deceased teenager who played in the district league. It is currently the main enclosure of the Municipal Sports Department of the First Division of Peru. Apart from this, the stadium has an infrastructure for the practice of various sports and art workshops in its exteriors, with the most sports venue in the district.
- Football League Stadium: This enclosure houses the Copa Perú matches that the district teams play.
- Olaraya Stadium.
- Unicachi Stadium.
- Polideportivo de Villa El Salvador: It is a sportsman located on the side of Villa Panamericana, where gymnastics and karate competencies were developed in the 2019 Pan American Games. It was used to host the National League of Volleyball of Peru in the 2020-21 and 2021-22 seasons.
- Coliseum La Paz: In this enclosure, the basketball and volleyball teams of the district play.
- Municipal pool.
- Mini Complex of the 6th Sector: It hosts a small stadium, a dojo for karate and sporty slabs for volleyball and basketball practices. These are used by district children and adolescents in sports programs organized by the municipality.
Featured Clubs
The Casa Edil is the institutional headquarters of the Municipal Sports Center, inaugurated in 2021 in the district. It has six floors and is the only local owned by what is one of the most traditional and award-winning soccer clubs in Peruvian history (with four titles and eight official FPF subtitles).
The Villa Deportiva is a sports complex belonging to Club Regatas Lima that has a soccer stadium with a capacity for two thousand spectators. It is located in an area of the district near the sea.
Beaches
The district has three beaches:
- Beach Venice: It is the best known beach in the district. Located at kilometer 19 of the South Pan American.
- Playa Barlovento: Located at kilometer 20.5 of the South Pan American.
- Playa Conchán: Located at kilometer 22 of the South Pan American. Geographically, share this beach with the district of Lurín.
In addition, it has several recreational centers in the summer season, located around the Panamericana Sur highway. Since January 2012, the first two beaches mentioned are part of the southern sector of the Costa Verde Beach Circuit.
Prince of Asturias Award
In 1987, Villa El Salvador was awarded the Prince of Asturias Award for Concord. It was awarded for being "The exemplary practice to organize a type of supportive and economically productive city." It was handed over to Michel Azcueta, then mayor of the district.
