District of El Agustino
The district of El Agustino is one of the forty-three districts that make up the province of Lima, located in the department of the same name, in Peru. It limits to the north, with the district of San Juan de Lurigancho; to the northeast, with the districts of Lurigancho-Chosica and Ate; to the east, with the district of Santa Anita; to the south, again with the district of Ate, and the districts of San Luis and Lima; and to the west, also with the district of Lima.
History
At the beginning of the XX century, as a result of the economic crisis and migration from the countryside to the city, Lima's population growth was quite notorious. The population of Lima was 150,000. The antecedents of the first Lima neighborhoods originate in the 1920s: Armatambo in 1924 and Puerto Nuevo in 1928, for example. In the 1920s, under the government of Augusto B. Leguía, the city of Lima began a period of expansion to the south. Thus, the housing problem of the popular sectors becomes valid in the capital.
Toponymy
The name of the farm or hacienda “El Agustino” gave rise to the name of the new district. This farm belonged to the lawyer José Enrique de la Riva Agüero and had a superficial extension of 33 fanegadas of land, subdivided into 28 paddocks with their respective alleys and paths, which are equivalent to 21.78 ha and the Augustinian librarian is remembered by a woman already older she said that the name of the Augustinian came from an Augustinian monk who healed the slaves: when a slave got sick they told him to go to the Augustinian and that's where the name came from.
The El Agustino farm had the following boundaries:
- To the north: with the fundes “San Miguel” and “Ancieta”
- South: with Cerro El Agustino (which was owned by Riva Agüero)
- To the east: with the Way to Wonders
- West: with the Royal Road leading to Ate.
On July 10, 1930, José Enrique de la Riva Agüero died in Rome and left the farm to his wife Isabel Panizo y Orbegozo.
Until 1925, the El Agustino hacienda, at that time belonging to the district of La Victoria, was a single integral agricultural unit dedicated to the cultivation of fruit trees, bread to go (legumes) and flowers. As of this date, the owner Doña Isabel Panizo vda. de Riva Agüero maintained agricultural production but decided to divide the farm into several pastures and orchards and leased them to Asian drivers who in turn are going to sublet plots of one thousand square meters to other Yanaconas.
Likewise, the owner Isabel Panizo sold part of her farm:
In 1935: he sold 4.8 ha to the “Escorta del Presidente Regiment”
In 1943: He sold 1 ha to Mr. Guillermo Raffo or the “Águila Americana” shoe factory that would give rise to the San Cayetano urbanization.
At the same time, in 1939, land from the Fundo Ancieta was awarded to Public Charity for the expansion of the Presbítero Maestro cemetery. Also the creation in 1945 of the Wholesale and Retail Markets in the area of "La Parada", will attract the migrant sectors of the Sierra to inhabit the area. They functioned as new poles of local development. Later, on February 24, 1949, the Government of Odría inaugurated, near the Bravo Chico farm, the Sanatorium for tuberculosis patients, today the Hipólito Unanue National Hospital.
The district of El Agustino is located on the outskirts of Metropolitan Lima, and arose as part of the process of urban occupation, through a violent invasion on April 15, 1947, occupying Cerro San Pedro.
Five first towns
Months later, on August 12, Cerro Santa Clara de Bella Luz was invaded, and on September 24, Cerro El Agustino. In the 1950s, the Cerros de Santa Isabel and "Independiente" were also occupied. These five settlements called "barriadas" at that time, were the first occupants who, despite the years that have elapsed (4 decades), have been consolidating, in an unregulated manner and lacking basic services.
1950s
During the second half of the 1950s, the occupation of the flat lands of the Fundo de El Agustino began. The predominant modality is the transfer of houses to the population residing on the farm, under the yanaconaje system. Under this modality, what are now the 7 zones of El Agustino were emerging. Despite the years that have passed, these AA. H H. they have not yet completed their legal physical sanitation. The I, II, IV, VI and VII Zones obtained their property titles but much later they managed to register in the Public Registries. The III and V Zones, in the 50's, were in 85% of the remodeling and demolition process.
1960s
With the enactment of Law 13517, at the beginning of 1960, the settlements arising from violent occupations in the hilly area were recognized as marginal areas, as well as those originated by transfers. In this period, the Zone was slum, had a density of 443 inhabitants. ha, which made it necessary to start a remodeling process that ended in 1980.
Creating the district
With the enactment of Law 13517, at the beginning of 1960, the settlements arising from violent occupations in the hilly area were recognized as marginal areas, as well as those originated by transfers. In 1965 the district was created, separating from La Victoria. During this period, the Zone was shantytown, with a density of 443 inhab./ha, which made it necessary to start a remodeling process that ended in the 1980s.
1970s
As a consequence of the remodeling and demolition processes of the flat part, the expropriation and consequent occupation of the area located on the left bank of the Evitamiento road, parallel to the current Av. 1º de Mayo, is proposed. There the AAs are installed. H H. from Villa Hermosa, Nocheto, Los Eucaliptos, Los Perales. These AA. H H. they advanced more rapidly in the aspect of legal physical sanitation. They obtained their titles but had problems registering them in the Public Registries. In this same period, few conventional urbanizations such as Los Ficus, La Achirana, La Asociación Primavera, La Cooperative Huancayo and San José, as well as the Universal Popular Cooperatives arose on agricultural land. The Chancas of Andahuaylas, Tayacaja, the Huancas and others.
1980s
Finally, in the 1980s, the Cooperatives Virgen de las Nieves, Los Molles and the human settlements Santa Anita, 8 de Febrero, Vista Alegre and the Menacho II Association emerged.
Regarding the political and social context of the district, the researcher Martín Tanaka considers:
During the 1980s, the district of El Agustino appeared as a bastion of the left, and as an expression of the majority option on the left at the level of the inhabitants of the popular sectors.Martín Tanaka
