The Autonomous University of Santo Domingo (UASD) is a [Public University] of the Dominican Republic, and the first state university in the country. Its headquarters are located in the capital, Santo Domingo, and it has campuses, centers, and sub-centers in 18 of 31 provinces.
The Autonomous University of Santo Domingo has current agreements with universities on the 5 continents, through which professorial and student exchanges are established, as well as scholarships and joint research is promoted. History

According to Félix Campos Farias, in his study on the evolution of Dominican higher education legislation sponsored by UNESCO, the University of Santo Domingo operated between 1815 and 1821 under the rectory of José Núñez de Cáceres, being reestablished through Law no. 602 dated dated June 16, 1859 whose first article states: The old University of Santo Domingo is restored. Subsequently, and after the restoration war, it was renamed by decree issued by José Gabriel García and Emiliano Tejera on December 31, 1866 under the name of Professional Institute, transforming and constituting itself again in 1914 in the University of Santo Domingo, his current name.

In the Dominican Republic, many sectors consider it to be the heir to the Studium Generale of the Dominican Convent in 1518, and to the Santo Tomás de Aquino University, which was created by means of the papal bull In Apostolatus Culmine on October 28, 1538. The same UASD website refers to Primada de América without providing any historical or referential evidence that demonstrates its operation in the 16th, 17th and 18th centuries.

This "continuity" of the Autonomous University of Santo Domingo with respect to the Santo Tomás de Aquino University (closed decades before), as well as the consideration in the Dominican Republic of being the primate of America is a matter of debate given that the same university does not present in its public archives the historical chronology of its operation over the years.[citation required]

Pope Paul III established with this bull the first university in the new continent, although it did not receive recognition from the Kingdom of Spain until two decades later. Which is why there is a controversy about the first university in America.

The University of Santo Tomás de Aquino formed, together with the first cathedral, the first hospital and the first customs office; the set of primate institutions of America installed in the city of Santo Domingo de Guzmán.

The university ceased to be a Studium Generale, which was managed by the Dominican congregation, to become the center of education in the New World. By means of the previously mentioned bull, this General Study, which the Dominicans directed since the year 1518, is promoted to the category of University in 1538.

The nascent university took the University of Alcalá de Henares as its model, and as such was the standard-bearer of the Renaissance ideas that emerged from the medieval world, from which Spain emerged from the days of the conquest.

It is said that the Jesuits plotted to hide the General Sanction of the Council of the Indies to seize the monopoly in the granting of Vatican degrees, a fundamental characteristic of a university. This, to the detriment of the University of Santo Domingo, established by the faction of the Church of the Dominican Convent.

However, and even if the General Sanction did not exist in 1538 (even though it did exist, it was only made official 28 years later by a review committee of ancient documents, common in a historical context in which the historical annals they took decades to catch up to. categorized as "university", in the modern sense of the term, long before the universities in Mexico or Peru. There is a controversy in the qualification of the Universidad Nacional Mayor de San Marcos (UNMSM) as the oldest institution of higher education in the Americas. There are two arguments for San Marcos: being the first university created by mandate of the Spanish Crown (royal provision) and being the only one founded during the century XVI that has operated without interruption to this day. The latter is relevant, since many American universities were closed during the wars of independence or, later, due to internal conflicts.

The Autonomous University of Santo Domingo argues its priority among the universities of America based on the bull In Apostolatus Culmine of Paul III of October 28, 1538, which did not have the pass regio of King Carlos I of Spain, that is, royal approval, which is why it is estimated that, legally, it had no effect. San Marcos also uses the General Archive of the Indies, which contains documents from the Spanish colonial period between the XVI century and the XVIII, where there are no official documents prior to 1551 that recognize a university or higher education institution prior to UNMSM.

Vicissitudes

In the year 1801 as a consequence of the Haitian occupation of the country, the University interrupted its operation, because the Dominicans who ran it abandoned the colony. It was reopened in 1815, when the colony returned to Spanish sovereignty, but from then on it adopted a secular character.

Between 1815 and 1821 it functioned under the rectory of Dr. José Núñez de Cáceres. The University closed its doors again in 1822 because a large number of its students were recruited for Military Service by order of the Haitian regime that ruled the nation. With the consummation of the Independence of the Republic in 1844, it was reborn in the Dominicans the will to re-establish the University, a symbol of cultural tradition and the character of the newly acquired nationality.

Responding to this claim, on June 16, 1859, President Pedro Santana promulgated a law that reestablished the old University of Santo Domingo, with an academic composition similar to that of medieval universities (four faculties: Philosophy, Jurisprudence, Medical Sciences and Sacred Letters) and as a dependency of the central government through the General Directorate of Public Instruction and the corresponding State Secretariat.

But for reasons of political contingencies, the aforementioned provision was not executed and the University was not reopened. From here there is a debate about the continuity of the University of Santo Domingo, for some historians after the Haitian invasion the University of Santo Domingo disappears as such, a case similar to what happened with the Royal and Pontifical University of Mexico.

After 40 years without an operational university, José Gabriel García and Emiliano Tejera, created by decree on December 31, 1866, the Professional Institute, which functioned instead of and in substitution of the old University of Santo Domingo. The Professional Institute had its premises in the Casa del Sacramento and in the Casa de los Presidentes in the Colonial Zone of Santo Domingo until 1947, when it moved to the University City thanks to the initiatives of the rector Julio Ortega Frier.

On May 10, 1891, the Professional Institute closed its doors until August 16, 1895, when it reappeared under the rectory of Archbishop Meriño.

On November 16, 1914, the President of the Republic, Dr. Ramón Báez, who was also Rector of the Professional Institute, transformed the Professional Institute into the University of Santo Domingo by decree.

From 1916 to 1924, the University had to interrupt its operation as a consequence of the North American military intervention.

During the 31 years of the dictator Rafael Leónidas Trujillo Molina's tyranny, the University of Santo Domingo, like other institutions in the country, was deprived of the most basic freedoms for the fulfillment of its high mission, becoming an instrument of political control and propagation of totalitarian slogans, against whose damages the scarce material progress achieved by the Institution in those years of despotic government, such as the acquisition of land and the construction of the University City, were worthless.[citation required]

Autonomy and University Jurisdiction

Law No. 5778 of December 31, 1961 endowed the University with Autonomy by President Dr. Joaquín Balaguer. From that moment he began to debate to achieve institutional balance and a climate of coexistence that would allow him to develop all his creative faculties. But after three decades subjected to the iron will of a regime opposed to all forms of human communication that did not serve its interests, it was initially unable to use its newly acquired freedom and self-government to carry out its mission of service to the cultural and economic improvement of our people.

On February 17, 1962, the first authorities were elected under the autonomy regime.

The Institute was created by resolution No. 244 of the University Council dated September 18, 1981. According to Law 147-02, it is part of the National System for Disaster Prevention, Mitigation, and Response. Currently the ISU has a team of 20 people distributed as follows: 13 scientific and technical personnel, 5 belong to the administrative or support area and 2 BET. This staff includes 3 researchers and two research assistants.

The building of the Pedro Mir Library of the UASD was conceived with the objective of serving as a Resource Center for Learning and Research (CRAI) at the service of the UASD and the country. To be a means of consultation for national and international researchers interested in the problems of Hispanicity and the Caribbean.

On the first level is the reception to the project and the formal and spatial integration to the campus. In it are located: the vestibular esplanade, auditoriums and administrative offices.

On the second and third levels are the reading and multipurpose rooms for postgraduate teaching.

The fourth level corresponds to research and extension, expression of self-formation and deepening. The specialized rooms and spaces for research are located on this level.

The central body (Depository of the collections) noted for its volumetric strength and its privileged location, is highlighted by a mural, constituting the attraction factor as a synthesis of the expression of the building's content.

Children's Stay

The Educational Development Center Jardín Infantil Progresando or nursery for children is a room located within the university campus, under the care and supervision of a specialized team of professionals in the area.

This program contemplates offering the supervision, care and stimulation of the areas of psychological development to boys and girls from three months to six years of age, children of mothers who are low-income students at the university.

The University Publishing House is the administrative services unit, which is intended to centralize, promote, direct and carry out the edition and printing of texts and other publications of professors, researchers and students, works that the University requires to fulfill its functions teaching, research, extension and postgraduate.
