The state of Morelos is one of the 32 federal entities of Mexico, and is divided into 36 municipalities. The municipality, as defined by the Mexican Constitution in its article 115, is the basis of the territorial division of each entity, as well as its political and administrative organization. Each municipality has its own municipal seat, which serves as the seat of power for the municipal government, in addition to often being the most important town in the territory.

During the first decades after the independence of Mexico, the current territory of Morelos was part of the state of Mexico, initially as the District of Cuernavaca and later began to be divided into municipalities; This is why many of the municipalities are older than the state itself, which was founded until 1869. The penultimate city council formed in Morelos territory —Temoac— was created in 1977, and in 2017 the indigenous municipalities of Coatetelco were created, Hueyapan and Xoxocotla.

Because it is one of the smallest entities in the country, no municipality in Morelos exceeds 400,000 inhabitants or 543 km² in area. In the municipalities that surround Cuernavaca, the state capital, is where the majority of the population, while in rural municipalities such as Tlalnepantla, the population only reaches 6,600 inhabitants. For its part, the municipality of Zacatepec is only 26 km², twenty times smaller than Tlaquiltenango.

In the early 1970s, the National Institute of Statistics and Geography (INEGI) created a code in alphabetical order for each Mexican state and municipality, with the aim of speeding up data collection and statistical analysis. Since then, the list prepared by the institute has not been modified, which explains why Temoac appears at the end of the list and not between Temixco and Tepalcingo. The INEGI code provided in the table also serves to locate the municipality on the map of below.

Finally, 34 of the 36 municipalities have a name of Nahuatl origin, derived from the Nahua presence in the state. Only Emiliano Zapata and Ayala owe their name to a character in the history of Mexico. The etymological origin of the name of a municipality is reflected in the shield officially adopted to represent them. In addition, by listing certain characteristics of the natural landscape and human activities that are typical of each municipality, these shields and etymological representations have become an important element of municipal identity.
