It was the decision of the Olympic Committee to reduce the number of competitors, and on February 23, 1973, several recommendations were presented to the IOC executive board, all of which were accepted. Rowing was the only sport where the number of competitors was increased, and women were admitted for the first time in Olympic history. Four sculls were introduced at these Games, coxless for men and coxless for women.
