El municipio de Pleven (en búlgaro: Община Плевен) es un municipio (obshtina) de la provincia de Pleven, en el norte de Bulgaria. Recibe su nombre de su centro administrativo, la ciudad de Pleven, que también es la capital de la provincia.El municipio abarca un territorio de 812,10 km² (313,55 millas cuadradas) con una población, a diciembre de 2009, de 138.095 habitantes.
