Los 15 distritos de Oslo se crearon el 1 de enero de 2004. Cada uno cuenta con un consejo local electo con responsabilidades limitadas.
Además, está Marka (1610 habitantes), administrada por varios distritos; y Sentrum (1471 habitantes, 1,8 km²), administrado parcialmente por St. Hanshaugen y, en parte, directamente por el ayuntamiento. A 1 de enero de 2020, Oslo contaba con 693.494 habitantes, de los cuales 2386 no pertenecían a ningún distrito.Desde 1973 hasta el 30 de junio de 1988, Oslo contaba con 40 distritos. Algunos solo existían en teoría, ya que debían constituirse únicamente cuando se construyeran las zonas.

Estructura aburrida 1988-2004
De 1985 a 1988, los distritos de Stovner, Røa, Gamle Oslo y Søndre Nordstrand fueron pruebas para el nuevo sistema. Desde el 1 de julio de 1988 al 31 de diciembre de 2003, Oslo tuvo 25 distritos:
